A major urban-development claim is gaining attention in Assam after information circulated stating that Dibrugarh, Jorhat and Silchar could receive ₹100 crore each for urban renewal and new-age infrastructure.
The information shared by Dibrugarh Unofficial says Assam Chief Minister Himanta Biswa Sarma announced that the state government would allocate ₹100 crore each for the three cities. The stated objective is to strengthen urban infrastructure, improve development outcomes and make everyday life easier for residents.

However, a detailed official notification confirming the ₹100-crore allocation for each of the three cities was not found in the government sources reviewed for this report. Therefore, the figure should currently be described as a reported announcement rather than a formally confirmed project sanction.
What the Reported ₹100-Crore Plan Could Mean
According to the information circulating online, the proposed funding is connected with urban renewal and new-age infrastructure.
The announcement is significant because Dibrugarh, Jorhat and Silchar are among Assam’s major urban centres, each facing different infrastructure and civic-development requirements.
Urban renewal can involve improvements to roads, drainage, pedestrian infrastructure, public spaces, traffic management, waste management, water services and other civic facilities.

Dibrugarh’s Development Push

In January 2026, the Union government said several major projects connected with transforming Dibrugarh into Assam’s second capital had a combined projected cost of ₹1,715 crore. These included a new Assam Legislative Assembly building and MLA residential complex, a multipurpose sports complex, a wildlife health and research institute, and wetland and pond rejuvenation projects.
The Assam Cabinet also approved the Second State Capital Region Area, Dibrugarh, with a development authority for planning infrastructure and future urban expansion.
This makes any additional urban-renewal funding particularly relevant to Dibrugarh as the city prepares for a larger administrative and economic role.
Jorhat Continues to See Infrastructure Investment
Jorhat has also recently received major infrastructure projects.
On September 13, Chief Minister Himanta Biswa Sarma inaugurated and dedicated infrastructure projects worth about ₹122 crore in Jorhat and Sivasagar. The projects included an Integrated District Commissioner’s Office in Jorhat, the Cinnamara Railway Overbridge, a new school building and a university hostel.
The Cinnamara Railway Overbridge is designed to improve connectivity on the Jorhat-Mariani-Mokokchung road, while the integrated district office brings several government functions together in one complex.
These developments show that urban connectivity and administrative infrastructure are already significant priorities in Upper Assam.
Silchar’s Urban Infrastructure Needs
Silchar is another important urban centre included in Assam’s wider infrastructure planning.
The state’s Directorate of Municipal Administration lists Silchar and Dibrugarh among the Assam cities covered under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The programme focuses on services including water supply, sewerage, storm-water drainage, urban transport and green spaces.
Any additional urban-renewal funding could therefore potentially complement existing infrastructure programmes, although there is currently no official confirmation that the reported ₹100 crore would be combined with AMRUT funding.
Part of a Larger Assam Development Strategy
The reported three-city allocation comes at a time when Assam is planning a much broader infrastructure push.
Following the District Commissioners’ Conference in Jorhat, the Assam government announced plans involving approximately ₹50,000 crore of investment under its Viksit Assam 2047 vision. The proposed investments cover infrastructure such as educational institutions, Anganwadi centres, stadiums and government facilities across districts.
The government has also discussed district-level land banks to support industrial investment and improve the availability of land for future projects.
